Judge Lowenbach is a ChildTrauma
Fellow and a consultant dedicated to improving court and
agency practice for dependent children and their
families. His clients include the State of Colorado
judicial branch and the C. Henry Kempe Center for the
Prevention and Treatment of Child Abuse and Neglect.
Judge Lowenbach earned his B.A.
degree at American University and his J.D. at the
University of Colorado. Prior to his retirement in
January 2009, he was a District Court Judge in Greeley,
Colorado. During most of his 27 years as a judicial
officer he presided over family matters and served on
local and statewide committees to improve the
administration of justice for families and children.
At the time of his retirement he was the Lead Judge of
the Weld County Model Court through the National Council
of Juvenile and Family Court Judges Victims Act Model
Court project. Judge Lowenbach continues to serve as a
member of Colorado’s Court Improvement Program and the
Coordinating Council of Promises for Children.
Judge
Lowenbach has served as an educator for child welfare
professionals locally and nationally on many occasions.
He has written practice commentary for the Judicial
Benchbook on Colorado Child Welfare Law, and
authored an article entitled “A Recent History of
Colorado’s Dependency and Neglect Court System: A View
From the Bench” that appeared in the October 2007 issue
of The Colorado Lawyer.
